Retro rough color photo effect

start

Step 1: Make the image rougher.

Open the image in Gimp and duplicate the background layer.
Go to Filter > Edge-Detect > Neon
Use the standard values (Radius: 5, Amount:0)

Filter Neon

Go to Colors > Desaturate to remove the color from this layer
Go to Colors > Levels
And drag the black and white points for the Output Levels inward.

use levels to get low contact image

Change the blend mode of this layer to Subtract and lower the opacity to around 40.

Roughen color

Step : Add some film grain and light up the image.

Create a new white layer and fill it with white.
Go to Filter > Noise > HSV Noise.
Holdness: 2
Hue: 99
Saturation: 0
Value: 66
And change the blend mode of this layer to Overlay.

Film grain

Step : Add some color and make the image darker.

Change the foreground color to #403e14.
Create a new layer and fill it with the foreground color.
And change the blend mode to Burn and lower the opacity to 25.

Add some extra color

Step : Add some vignetting.

Create a new transparent layer.
Activate the brush tool, set black as the foreground color. Choose a big brush and paint over the image like this.

Vignette

Go to Filter > Blur > Gaussian Blur and change the Horizontal and vertical blur radius to 200.
Lower the opacity of this layer to 30.
